Minnesota Concealed Carry Requirements

Introduction

Minnesota issues a Permit to Carry a Pistol (PCP) to residents and non-residents who complete approved training.

Eligibility

  • ✅ Age 21+

  • ✅ U.S. citizen or legal resident

  • ✅ No felony convictions

  • ✅ No domestic violence convictions

  • ✅ Mentally competent

Required Training

Minnesota requires in-person firearms safety training within 1 year of application:

  • Legal use of deadly force

  • Safe firearm handling

  • Live-fire qualification

Application Process

  1. Complete Training – Keep certificate

  2. Apply at Local Law Enforcement Office

  3. Submit ID, Training Proof, Fee

  4. Wait for Processing – Up to 30 days

Fees

  • $100 or less (varies by county)

Reciprocity

Minnesota recognizes permits from select states; Minnesota PCP is valid in 25+ states.
